People living with a disability in the family
tell of a lack of money, lack of support and a lack of caring. The
current system fails to recognise that people living with a
disability are individuals and as such require an individualised
management plan.
Ann is seeking to establish an alternative system, modeled on
Great Britain’s Disability Living Allowance (DLA). The DLA is a
tax-free benefit for those who
require help with personal care due
to physical or mental disabilities.
Such a policy would allow families to recruit the assistance they
need and pay for it out of the provided allowance. This would be
cheaper and more empowering for the recipients and ensure
individual needs are met.
The amount awarded would be determined by the severity of the
disability. The lowest rate would be for people who required help
of supervision at some stage(s) during the day, or if they were
unable to prepare a cooked meal. The second rate would be for
people who often require help or supervision,
either during the day or throughout the
night, or those who need someone with
them while they are on dialysis. The maximum rate would apply to
those who
frequently require help or a full-time carer.
